Almost No Pressure From Cold Water Tap In Bathroom On Ground Floor Bath Okay Can Anyone Help Please?

when tap turned on pressure okay for maybe 2 seconds then a small bang like noise from pipes and pressure drops to nearly nothing can anyone please help me

Not really clear on whether you are saying only your ground floor cold water tap from lav is not working right, or if the tap in your bathtub is Okay. How is your kitchen sink tap working?
Overall, changes in pressure will cause a pipe to bang.
Have you checked the gaskets and washers on the cold water pipe and your faucet? You might have blockage or a malfunctioning unit.
One reason could be a gunked up sediment trap that is from the source of water (town water or your well). The pressure will build up when not in use and then diminish as the water is running. If you have town water, the water company will come out, check it, and replace it at no charge. These connections can easily be gunked up.
Do you have more than one water source? Surprisingly, many older homes have more than one water input source. You might also have air in your pipes, which will require bleeding, and air in the pipes will cause a banging sound.
Do you have a pressurized holding tank? Many well users have holding tanks, and you might be having a problem with that which could require re-pressurizing or replacement. If you have a holding tank, run the water and watch the pressure gage.
Another possibility is something got into your cold water pipe (when I was a child, somehow a mouse had got himself into a water pipe) and there is blockage. Calcium build up might be another blockage problem.
Has this problem persisted or is it recent? If you live in colder climes, you might be having a little freezing problem in the pipes and need to use a heated coil/wrap around the input pipe into your house.
Have you turned off and bled your outdoor water spigots (the ones you use for hoses)? These puppies can leak, freeze, and all sorts of things which could adversely affect your cold water.
Lastly, have you checked all the pipes and connections for leaks? Even a small one can reduce pressure dramatically, and the infusion of air can cause a banging..

Your question raises questions.
Is it a bathtub fixture or sink?
If sink, does the spigot have a filter at the end of it which needs cleaned?
Is it possible your water line is frozen somewhere on the way up to the bathroom?
Are you experiencing problems with other water lines, sinks, toilet?
Is it only the cold water or the hot water also?
Are your water lines well insulated from the cold?
If you can answer these questions, I’m confident you will have your solution.

Sounds like the faucet gasket washer has come unscrewed from stem! Turn off water and remove stem assembly. You should find it there. Don’t just screw it back in; buy a new one and replace it!
Take the stem assembly to any plumbing supply outlet, such as Loews or Home Depot or better still, to your local friendly plumbing Hardware store and get the right size washer. Good luck!

it sounds like the washer is loose in the valve. you need to take your valve apart and install new seats and washers.

I agree with loverboy, the tap washer is dropping down over the seat, check the tap washer since that’s the only tap affected.
